The BlueDial project (Project No: BSB01288) has officially begun, bringing together institutions from Türkiye, Bulgaria, Romania, and Georgia to advance sustainable Blue Economy governance through coordinated cross-border dialogue. Co-funded by the European Union under the Interreg NEXT Black Sea Basin Programme, the project will run for 18 months, from 27 February 2026 to 26 August 2027.

Led by Ortahisar Municipality (Trabzon, Türkiye), the partnership unites Marine Cluster Bulgaria, Ecological NGO Mare Nostrum (Romania), and the Tourism Institute (Georgia) around one shared goal: empowering a Blue Economy public dialogue for coordinated and inclusive policy actions across the Black Sea Region.

Why BlueDial?

Fragmented governance, limited dialogue among stakeholders, and misalignment between national and subnational policies have long hindered the coordinated implementation of the Common Maritime Agenda for the Black Sea. BlueDial answers this challenge by establishing BlackBlueNET — a cross-border network designed to foster structured public dialogue, build institutional capacity, and develop coordinated policy recommendations.

What Comes Next

During the first phase of the project, the partners will focus on:

  • Establishing the BlackBlueNET multi-stakeholder network across the four partner countries;
  • Launching the project's web platform to disseminate Blue Economy information, strategic documents, legislation, and public consultation updates;
  • Preparing the BlueDial Assessment Tool to collect structured stakeholder input for evidence-based policymaking;
  • Organising the first cross-border stakeholder dialogue sessions.
