The BlueDial project has published its first major deliverable: the Report on State of the Art (D1.1, Version 1 | June 2026). The 108-page report is now available for download on the project website.

The report maps the current state of the Blue Economy in the Black Sea region: national strategies and legislation, governance structures, institutional actors, and good practices across Türkiye, Bulgaria, Romania and Georgia. It also reviews the global and EU legal and strategic frameworks - from the Common Maritime Agenda for the Black Sea and the Bucharest Convention to the EU directives shaping maritime policy.

What the Report Covers

  • An overview and baseline diagnosis of the Blue Economy in the Black Sea region;
  • Institutional mapping by sector: authorities, research and academia, business support organisations and civil society;
  • Global, EU and regional legal and strategic frameworks relevant to Blue Economy governance;
  • The foundations for BlueDial's next steps - evaluating and selecting strategic approaches relevant to each national context.

The report was prepared jointly by the four project partners under the leadership of Mare Nostrum NGO (task leader), with contributions from Ortahisar Municipality, Marine Cluster Bulgaria and the Tourism Institute of Georgia.

The Report on State of the Art is the knowledge baseline on which BlueDial's policy dialogue, national events and coordinated recommendations are built.
